Phuket Island is the largest in Thailand's south. Kitesurfing is happening mostly at Nai-Yang beach, May till September and Chalong Bay November till March. Phuket gets north west monsoon winds, side-onshore, 12-25 knots, from June to September. Phuket is not very reliable for winds, but surely a great spot when it blows! You need some patience and be prepared for no-wind days. Both beaches are quite small and there isn't much space for beginners to kitesurf down-wind. Both beaches are quite shallow and have flat to choppy water. The water is tropical warm, so no wetsuit is needed for kiteboarding. Phuket Island offers plenty of options for other activities. There are national parks and trips to great places in the surrounding region. Phuket has developed into a high class island in the past years. This doesn't mean you can't find good deals anymore.
